  • 3 scallions, chopped
  • 1 red bell pepper, cored, seeded, and sliced into strips
  • 8 ounces green beans, cut into bite-sized lengths
  • 3 garlic cloves, minced
  • 1 tablespoon fresh grated ginger
  • 1 - 2 chili pepper, minced
  • 1 - 2 tablespoon peanut oil
  • 2 - 3 teaspoons fresh coarse ground black pepper
  • 2 tablespoons water
  • 2 tablespoons oyster sauce
  • 2 tablespoons soy sauce
  • 2 tablespoons rice wine (or other dry white wine)
  • 2 teaspoons sugar
  • 2 teaspoons cornstarch
  • 1 teaspoon chili-garlic sauce
