Melt butter in heavy large skillet over medium-high heat
- 4 large garlic cloves, minced
- 2 Tbsp ginger, minced
- 4 Tbsp butter
- 1 Tbsp curry powder
- 1 1/2 pounds uncooked large shrimp, peeled, deveined
- 1 pound sea scallops
- 6 green onions, chopped
- 1 cup whipping cream or 1/2 and 1/2 cream
- 1 teaspoon grated lemon peel
- 1 1/2 cups long-grain white rice, freshly cooked
- 1/2 cup chopped fresh cilantro
- 8 strands of saffron

- 2 tbs flour
- 1 1/3 cups milk
- 1/2 cup grated Parmesan cheese
