  • 1 lb penne
  • 1 lb ground beef
  • 1 onion finely chopped
  • 1/2 cup red wine
  • 1 can (6 oz) tomato paste
  • 1/2 teaspoon cinammon
  • 2 cups water
  • 6 tablespoons unsalted butter, cut into pieces
  • 1/2 cup flour
  • 3 cups milk
  • 1/8 cayenne pepper
  • 1/4 cup grated parmesan

Step 1

1. Preheat to 375. Bring a pot of water to boil; add generous salt. Cook pasta; drain.

2. Meanwhile, cook meat in a large saucepan over med heat, breaking apart with wooden spoon until no longer pink - 6 to 8 minutes. Add onions, cook, stirring occassionally until translucent, about 5 minutes. Transfer beef mixture to a colander, drain off fat and discard.

3. Return meat to pan; add wine. Cook over med heat until almost all liquid evaporates, about 5 minutes. Stir in tomato paste, cinnamon and water, simmer, stirring occasionally, until thick 15- 20 minutes. Season with s&p

4. Meanwhile, make sauce; in medium saucepan melt butter over med heat. Whisk in flour until incorporated; cook, whisking, 1 minute. In a slow steady stream, whisk in milk until completely smooth. Cook, whisking often, until mixture is bubbling and thick enough to coat back of wooden spoon, 6 - 8 minutes. Stir in cayenne and parmesan

5. Add pasta to meat mixture; transfer to a 9by13 baking dish. Pour sauce over the top, smoothing with the back of a spoon until level.

6. Bake until browned in spots, 35- 40 minutes. Remove from oven. Let cool for 15 mins before serving
