Puffed-Up Pizza Casserole

Ingredients
- 1 1/2 lbs. ground beef
- 1 15 oz. can tomato sauce
- 1 cup chopped onion
- 1 cup chopped green sweet pepper
- 1/2 cup water
- 1 1 1/2 pkg. dry spaghetti sauce sauce mix
- 1 tsp. dried oregano, crushed
- 1 clove garlic, minced
- several dashes bottled hot pepper sauce
- 1 cup milk
- 1/4 cup butter, melted
- 1 tbsp. cooking oil
- 2 eggs
- 1 cup all-purpose flour
- 8 oz. shredded mozzarella cheesse (2 cups)
- 1/2 cup grated parmesan cheese

Step 1
In a 12" skillet, cook ground beef until brown. Drain off fat.
Stir in tomato sauce, onion, green pepper, water, spaghetti sauce mix, oregano, garlic and hot pepper sauce. Bring to boiling; reduce heat. Cover and simmer for 10 minutes.
Meanwhile, in a small bowl, beat milk, eggs, butter and cooking oil with an electric mixer on medium speed for 1 minute. Add the flour and beat for 2 minutes more.
Turn meat mixture into a 13" x 9" baking pan; sprinkle with mozzarella. Top with the flour mixture. Sprinkle with the parmesan cheese. Bake at 400 degrees for about 30 minutes or until puffed and golden.
Let stand for 10 minutes before serving.
